How big a problem is seclusion, restraint and deadly force in U.S. schools. House Chair of Education and Labor committee says it's a problem.

Rep. George Miller, the Chair of the House Education and Labor committee, describes the use of seclusion, restraint, and sometimes deadly force in our nation's schools.

Schools have increasingly been expected to be therapeutic settings to deal with disabled and emotionally troubled children. With the cut back in mental health funding troubled kids wind up increasingly being enrolled in Criminal Justice and incompetent educational programs which are not equipped to deal with disruptive, defiant, oppositional, and combative behavior.
